This first EU strategy on drugs represented a shift towards health-oriented policies. The EU thus began to give harm reduction and public health greater emphasis. The Treaty of Amsterdam gave new scope for health protection, drug control, and police and judicial cooperation. It also envisaged establishing common rules for tackling organized crime, terrorism, and drug trafficking. In 2003 the European Council of Ministers approved a recommendation on ‘the prevention and reduction of health-related harm associated with drug dependence’ (Council of the EU 2003b).
Strategy comprehends the focus and priorities of the policy; structure, on the other hand, encompasses the organizational and coordination systems developed to implement policy, as well as the involvement of public, businesses, and non-profit initiatives in the governance of addictions.
