That 51 percent of the world’s population rarely if ever is adequately represented in the upper echelons of world governments needs examination. Gender theories approach the question of similarity and difference between the genders or sexes,1 attempting to arrive at explanations as to why men and masculinist structures have dominated so many societies, but also to generate theories of change based on these evaluations of masculinist society.

Why are there so much fewer women in power than men? In large part it has to do with the hierarchical roles we have assigned the genders within the vast majority of human societies around the globe, and the social assumptions these societies hold about women’s capacities to lead. As stated in Chapter 1, women have been historically relegated to what we refer to as the private sphere, exemplified by the home and private life of the family. Leadership, particularly on a national scale, constitutes a public sphere activity to which women generally did not have access, not even to the average workplace, let alone the most politically powerful position in the country.
