Tenant farmers did not have enough working capital to pay wages for the increased labour needed to produce corn, and were willing to dole out strips of ground for potato growing in return for labour. There were grave risks in such heavy dependence by so many on a single foodstuff, which was liable to several diseases, which could be damaged by extremes of wet or frost, which was bulky and expensive to transport, and which could not be stored for more than twelve months at the outside. However, the more fundamental problem was not shortage of food but poverty arising from extreme inequality.
