Will certification of NTFP management be considered by land area or by species? The study should not only look at NTFPs from natural forests, but also consider NTFPs from enrichment plantings, agroforestry systems and plantations. Excluding game and fish from the NTFP guidelines development process is problematic, as such forest resources are of great importance to rural communities. General observations and comments on the guidelines • • • The document too closely resembles timber management guidelines.

Additional species-specific NTFP guidelines, or 21 Overview checklists, may be developed within the framework of the generic guidelines and plant class indicators and verifiers, as was done in the case of maple syrup (see Appendix II). Such species-specific checklists may be warranted in a variety of circumstances, including cases in which: • • • • • existing expertise and detailed scientific knowledge is available; there is high demand for certification of a particular species; funding or human resources are available to invest in research and the development of guidelines; markets are expanding for a particular species; unique aspects of a product’s management, harvest, processing or marketing require highly specialized indicators and verifiers.

Field researchers felt such a criterion was needed in order to assure long-term economic and political self-sufficiency on the part of NTFP operations if they were to be viewed as truly sustainable. In spite of significant modifications from the original draft, the guidelines remain formal and follow roughly the same framework of most timber certification guidelines. The resemblance to timber certification guidelines was unavoidable because the project sought certification under the FSC umbrella, which has standard principles and criteria for management of forest units.
