Nonetheless, it is quite clearly political and it is silly to deny this. It enhances the political dimension of the Union at the expense of the economic. But to imagine that there can be, or has been, something ‘economic’ without political connotations is a muddleheaded illusion. Moreover, in some areas it increases EU powers, in others it limits them. For us, what stands out is, on the one hand, the consolidation of both the Union and the Community and of the existing treaties.
