The purposes of history There is no shortage of claims for the place of history in the curriculum. 1). Following the end of apartheid, the South African government set about rewriting the history curriculum. Their expert report argued that school history ‘helps to prevent amnesia, check[s] triumphalism, oppose[s] the manipulative or instrumental use of the past and provide[s] an educational buffer against a “dumbing down” of our citizens’ (Chisholm 2004: 21). The argument in both Australia and South Africa is that history education provides a collective memory, impacting on young people’s understandings of themselves and the society into which they are growing.
In guidance to the History Working Group, Kenneth Baker, the Secretary of State for Education, stipulated that ‘the programmes of study should have at the core the history of Britain, the record of its past and, in particular, its political, constitutional and cultural heritage’ (DES 1989: 43). In a neat comment, the History Working Group Interim Report declared that they had ‘placed British history at the core of our proposals, but that does not mean it has to be the centre of gravity’, and stressed the importance of a ‘broad and eclectic view of British history’ (DES 1989: 27, 17).
