The neighbouring village of Bunga, for example, which initiated a similar watershed development programme after visiting Sukhomajri in the early 1980s, has been able to avoid Sukhomajri’s recent problems, largely because its HRMS has more financial independence and is more assertive in controlling the use of common property resources (CSE, 2007).
The irrigated crops succeeded and the non-irrigated crops failed. Some villagers continued to graze their animals in the watershed. A solution was needed. The villagers organized and formed a water users’ association, later to become the Hill Resource Management Society (HRMS).
